Indictment Returned Against Kentucky Nursing Home Owner

Attorney General Greg Stumbo today announced that the Franklin County Grand Jury returned an indictment against Doris Abisellan (a.k.a. Doris Winningham) of Tampa, Florida.
Abisellan, age 34, was the owner of the Lakeside Heights Nursing Center, LLC in Highland Heights, Kentucky which was subject to a search warrant and lost its Medicaid funding in March. Abisellan was required to deposit all business income into a particular account and obtain court approval before spending it. She is alleged to have obtained income and failed to make the proper deposit of funds that were then converted for her personal use. The indictment was sought by the Medicaid Fraud & Abuse Control Division of Attorney General Stumbo’s office.
Ms. Abisellan has been charged with two counts of Theft by Failure to Make Required Disposition Over $300, a Class D felony carrying a punishment of up to five years in prison. Ms. Abisellan will be arraigned on these charges as soon as she is returned to Kentucky from Florida. Meanwhile, the investigation of conditions at the Lakeside Heights facility continues.
